Recently, due to international pressure, the Swiss government agreed to disclose the names of the account holders only if the respective governments formally asked for it. Indian government is not asking for the details…….any marks for guessing why?

We need to start a movement to pressurize the government to do so! This is perhaps the only way, and a golden opportunity, to expose the high and mighty and weed out corruption!

Please read on……and forward to all the honest Indians to…..like somebody is forwarding to you……..and build a ground-swell of support for action! Is India poor, who says? Ask the Swiss banks. With personal account deposit bank of $1,500 billion in foreign reserve which have been misappropriated, an amount 13 times larger than the country’s foreign debt, one needs to rethink if India is a poor country?

DISHONEST INDUSTRIALISTS, scandalous politicians and corrupt IAS, IRS, IPS officers have deposited in foreign banks in their illegal personal accounts a sum of about $1500 billion, which have been misappropriated by them. This amount is about 13 times larger than the country’s foreign debt. With this amount 45 crore poor people can get Rs 1, 00,000 each. This huge amount has been appropriated from the people of India by exploiting and betraying them. 

Once this huge amount of black money and property comes back to India, the entire foreign debt can be repaid in 24 hours. After paying the entire foreign debt, we will have surplus amount, almost 12 times larger than the foreign debt. If this surplus amount is invested in earning interest, the amount of interest will be more than the annual budget of the Central government. 

So even if all the taxes are abolished, then also the Central government will be able to maintain the country very comfortably. Some 80,000 people travel to Switzerland every year, of which 25,000 travel very frequently. ‘Obviously, these people won’t be tourists. They must be travelling there for some other reason,’ believes an official involved in tracking illegal money. And, clearly, he isn’t referring to the commerce ministry bureaucrats who’ve been flitting in and out of Geneva ever since the World Trade Organization (WTO) negotiations went into a tailspin!

Just read the following details and note how these dishonest industrialists, scandalous politicians, corrupt officers, cricketers, film actors, illegal sex trade and protected wildlife operators, to name just a few, sucked this country’s wealth and prosperity. This may be the picture of deposits in Swiss banks only. What about other international banks?

Now do the math – India with $1,456 billion or $1.4 trillion has more money in Swiss banks than rest of the world combined. Public loot since 1947:

Can we bring back our money? It is one of the biggest loots witnessed by mankind — the loot of the Aam Aadmi (common man) since 1947, by his brethren occupying public office. It has been orchestrated by politicians, bureaucrats and some businessmen.

The list is almost all-encompassing. No wonder, everyone in India loots with impunity and without any fear.

What is even more depressing is that this ill-gotten wealth of ours has been stashed away abroad into secret bank accounts located in some of the world’s best known tax havens. And to that extent the Indian economy has been stripped of its wealth. Ordinary Indians may not be exactly aware of how such secret accounts operate and what are the rules and regulations that go on to govern such tax havens.

However, one may well be aware of ‘Swiss bank accounts,’ the shorthand for murky dealings, secrecy and of course pilferage from developing countries into rich developed ones. In fact, some finance experts and economists believe tax havens to be a conspiracy of the western world against the poor countries. By allowing the proliferation of tax havens in the twentieth century, the western world explicitly encourages the movement of scarce capital from the developing countries to the rich. 

In March 2005, the Tax Justice Network (TJN) published a research finding demonstrating that $11.5 trillion of personal wealth was held offshore by rich individuals across the globe.

The findings estimated that a large proportion of this wealth was managed from some 70 tax havens. Further, augmenting these studies of TJN, Raymond Baker — in his widely celebrated book titled ‘Capitalism’s Achilles Heel: Dirty Money and How to Renew the Free Market System’ — estimates that at least $5 trillion have been shifted out of poorer countries to the West since the mid-1970.

It is further estimated by experts that one per cent of the world’s population holds more than 57 per cent of total global wealth, routing it invariably through these tax havens. How much of this is from India is anybody’s guess.

What is to be noted here is that most of the wealth of Indians parked in these tax havens is illegitimate money acquired through corrupt means. Naturally, the secrecy associated with the bank accounts in such places is central to the issue, not their low tax rates as the term ‘tax havens’ suggests. Remember Bofors and how India could not trace the ultimate beneficiary of those transactions because of the secrecy associated with these bank accounts?

Why should India compete with Pakistan? Why should India bother about Pakistan?

India: Manages its own finances ever since Independence.

India: Civilian rule ever since Independence.

India: More number of Muslims in India than in Pakistan.

India: More Mosques in India than in Pakistan.

India: Has had a Muslim as a President.

India: Percapita income of Indian muslims is more than average Pakistani.

Sub: PEACE NOW in tribal areas

1. I, with my life-long association with tribal affairs, beginning with the troublesome days in Bastar (1968) and having the privilege of being the last Commissioner for Scheduled Castes and Scheduled Tribes (1986-1991), am constrained to approach you at a critical time when we are witnessing virtual collapse of the constitutional regime for the tribal people while being attacked and suppressed in a war like situation.

2. I approach you directly because people (including the tribal people) look to you as also the Governors as the constitutional head of India and the concerned State discharge their duty to preserve, protect and defend the Constitution, made explicit respective oaths. As President, you have various rights and duties under Article 78 of the Constitution whereby all discussions of the Cabinet and administration are to be communicated to you and you are expected to submit matters for consideration of the Cabinet.

3. In particular, the Fifth Schedule of the Constitution requires the Governor to give annual report and such special reports required by the President with regards the administration of the Scheduled Areas and the power of the Union in your name shall

“extend to the giving of directions to the State in the administration of the said areas” (V th Schedule, pr.3)

No reports of consequence have been made. The constitutional machinery of the Tribes Advisory Council (V th Schedule, pr.4) yielded no advice.

4. Under the law, the Governor can ensure that no law of Parliament or the State shall apply to the extent indicated. At present, tribals are being ruthlessly exploited and suppressed by uses and abuses of land acquisition and public order. Yet no action is taking place.

5. In fact – going by the Ministry of Home Affairs perception, the tribals are effectively not the responsibility of the Union – which is only assisting the State government. How can this be? The executive power of a State extends to the Scheduled Areas subject to the provisions of the Fifth Schedule. Moreover, ‘the executive power of the Union shall extend to giving of directions to the State as to the administration of the said areas.'

6. I am constrained to state at this critical phase of the history of tribal people that the Union Government is guilty of abdicating its Constitutional responsibility by allowing the situation to degenerate from that of stray revolts in 1960s to ‘warlike situation' at the moment. It has remained unconcerned with the simmering discontent from day one with the adoption of the Constitution. It has not issued a single direction to any State in 60 long years. You as head of the nation, at a critical time must ensure that the Union Government accepts unequivocally its Constitutional responsibility with due apologies for the decimated, shattered and disinherited tribal communities whose irretrievable loss- physical, economical and emotional - is an un-washable blot on the fair face of our nation that still stands by equity and justice.

7. May I invite your kind attention to some crucial aspects of virtual ‘warlike' situation vis-à-vis the tribal people in extensive parts of our country. No less than a person, one of your worthy predecessors, Shri K.R. Narayanan in his address to the nation on January 26, 2001 drew pointed attention to enlightened laws for protection of tribal lands and their affirmation in judicial verdicts, yet plagued by dilemmas of development that were not suitably addressed. He poignantly observed, ‘l et it not be said by future generations that the Indian Republic has been built on the destruction of green earth and the innocent tribals who have been living there for centuries.'

8. Amidst exceptions, there is cruel insensitivity and total lack of understanding, some honourable exceptions apart, about the tribal ethos amongst our ruling elite when they address the tribal as ‘poor' and talk about his joining the ‘main stream' of national life. They hurt the simple people to the core who are super-sensitive about their ‘honour'. Let it be known that tribal is not poor. He is Deprived and Disinherited in his own Domain, his ‘DES' , ironically amidst the unbounded bounty of Mother Earth to her dearest children. They are the brightest jewels in the rich mosaic of great Indian civilization proud of its vivacious diversity.

9. That is not all. The tribal people are ‘the most democratic people on earth'. The founding fathers, therefore, especially bestowed them with a protective shield, the Fifth Schedule described as ‘Constitution within Constitution'. Yet these communities were virtually ‘criminalised' on the dot with the adoption of our Constitution. The colonial laws engulfed the hitherto excluded areas. They have no place for the ‘community' and its ‘customs and tradition', the unwritten laws of their ‘ Village Republics .' The Governors, endowed with limitless powers for removing any such dissonance, have remained unaware to date about the catastrophic impact of this lapse on their part on the life of the tribal people.

10. The Provisions of Panchayats (Extension to the Scheduled Areas) Act, 1996 (PESA), appeared to come as a saviour that is designed to erase the above mentioned historical injustice. It engendered unprecedented fervour amongst the tribal people throughout the country. It was perceived as restoration of their dignity and tradition of self-governance, symbolized by ‘Mava Nate Mava Raj' (Our Village Our Rule). Yet this fervour has faded as no one's concern. It is so because the ruling elite are not prepared to go by the spirit of PESA. It remains virtually unimplemented in all States.

11. The fund of good-will for the tribal people in our country has been phenomenal beginning with the Panchasheel of Nehruvian era; the unique Constitutional provisions elevating tribal affairs as a national task away from party considerations; matchless commitment for elimination of exploitation concomitant with development in Tribal Sub-Plans (1974); ushering in Village Republic like frame under PESA (1996) and a pledge to undo Historical injustice in Forest Rights Act (2006). Yet, the saddest part of this commitment is that no promise in that long chain has remained unbroken, in some cases even promises-squared, cubed and beyond. I am enclosing an illustrative list of broken promises.

12. In this realm of broken promises, predatory administration and unconcern at the top that could not even keep a count of heads displaced, unrest spread and revolts multiplied. It was natural for the victims in the wild who could not be conquered even by the British. The cooption-bid through so-called developmental programmes back-fired. It vitiated the egalitarian ethos. The youthful rebels against iniquitous system became their allies. ‘With dadas in the vicinity at least– guard, daroga and patawari —no longer bother us,' was the simple response of the simple people, reported by me way back in 1989. Yet no amends have been attempted notwithstanding ubiquitous admission that it is not a law and order problem.

13. In conclusion, I would like you to urgently consider:

• persuading the Union to publicly state its special responsibility towards the tribals;

• initiating proposal for PEACE NOW;

• setting up a chain of command to the highest level, amenable to access, by those affected, for regular oversight, review and action;

• honouring within one year honestly all promises that have been made to the tribal people and broken by the state

• examining immediately and reversing decisions where permissions requiring consultation with the people under PESA were fabricated, coerced or otherwise vitiated;

• working out a comprehensive solution to confront the existing chaos and,

• visiting some of the areas experiencing intense Constitutional crisis.

This is interesting. It appears that the real issue at hand is organised  exploitation of the indigenous people. And injustice. 

Most of the time people mix up the terms injustice and illegality. The law of natural justice is the defining law for all the laws of the legal system. Injustice is the malaise of india. Even though we have made constittutional provisions of reservations to alleviate the lot of the tribals, they have, in reality benefited very few. The crooks amongst them have cornered power and are using state power to usrp their own people. The last CM of jharkhand is a case in point. He behaved like a big, powerful landlord of the state. 

Look at  the balance sheets of all the mining companies. Even a dead PSU horse like NMDC today makes profits in excess of Rs. 3,000/- crores per annum! Illegal mining in Bellary patronised by local politicians has brought about distributed justice through the wrong, convoluted route else there would be unrest even in Karnataka. Aspiring tribals of Bastar and Jharkhand do not have the wherewithal to make commercial capital out of illegal mining. 

Everyday, 100,000 tons, (7000 trucks) of illegal mining is done by non tribals in Jharkhand.I wonder if the Naxal issue would be there at all if this illegal mining was in the hands of the tribals through legal means. Just imagine 70,000 bullock carts being given to the tribals free of cost to do the mining without State levy (I am only trying to give a direction to a brain storming session on the possible solutions to the naxal problem). With the advent of open cast mining, bullock cart mining, though less efficient than drag lines and truck mining, may be socially more beneficial.

The cockeyed economic justice through illegal means leads to the creation of mafias with consequent ill effects. It is the creation of such commercial mafias that lead to the formation of the private army of the East India Company and subsequent enslavement of India by a puny International Trading Company! 

I urge all the intellectuals of this and other fora not to underestimate the ill effects of organised suppression and organised injustice whether through democratic means or through use of force. They should actively mobilise opinion against organised injustice in its broadest form. Even international terrorism, including Hitler and Nazism  has its roots in organised injustice and suppression. Otherwise your children may have to live in fear of terror of all kinds from all quarters.

I have given above a few off the cuff thoughts on the likely solutions to the tribal-naxal problem. It is unfair to do so. If someone out here can initiate a more detailed, serious, collaborative study of the malaise, it would definitely help.

As for my remarks regarding East India Co. and India's enslavement, these are borne out of years of study of the subject and academic works. So you can trust the accuracy of the data. 

Remarks regarding organised injustice are my personal beliefs and convictions which I would be happy to defend if attacked. I personally believe that even current issues like corruption, crime, street violence and domestic violence have their roots in lack of justice. In fact, I have often toyed with the idea of forming a political party that has justice as its supreme motto.

Ram Mohan is the man P Chidambaram turned to when 75 CRPF men and  1 Chhattisgarh Police head-constable who were out to hunt Maoists perished in an ambush set by their quarry. Ram Mohan’s was a one man fact finding mission to ascertain why, how and under what circumstances an entire company of CRPF was wiped out. This man was interviewed by Telegraph in Delhi and had this to say about Centre’s approach.

New Delhi, May 19: E.N. Rammohan is back from Dantewada, having wrapped up his job as the one-man commission appointed by the Centre to find out what went wrong before 76 security personnel were killed on April 6 by Maoists in one of the bloodiest ambushes the country has seen.

The former BSF chief feels the government has gone “terribly’’ wrong in its approach towards the Maoists and the larger cause of tribals. “Military operation is no solution to the Maoist insurgency. The problem is much larger and much deeper,’’ he says. He calls the suggestion to use the air force “nonsense’’.

Q. You have submitted your report on Dantewada. What went wrong there?

A. Everything went terribly wrong there, including the military action. Primarily, it was wrong on the part of the government to assume that the Maoist issue can be solved using force. How can you justify using force against your own people? The suggestion to use the air force against Naxalites is nothing but nonsense. Military action is no solution. Every insurgency has its reasons as they do not happen out of nothing. And as in the case of every other insurgency, the Maoist insurgency, too, has its reasons and unless and until the government addresses the root cause, it (efforts to solve the problem) is not going to succeed.

Q. What, according to you, are the root causes?

A. The root cause is that the Indian system has failed to deliver justice to the indigenous people. We have an institutionalised system of suppression in the form of caste. When you have landlords taking away your land, your women and treat you like animals while the official system looks the other way, it is bound to create repercussions. And now you have these MNCs which, after making deals with the government, come and throw the tribals out from the forest where they have been staying for centuries. Isn’t it quite natural for them to protest?

Q. But the government is doing all these in the name of development…

A. Who needs this kind of development when your basic rights are not addressed? If the government is so keen on developing the tribal areas, what it needs to do is to give the tribals the right to the land, including the minerals in the region. Give them the due share of profits from the mining activities and not some lower-rung jobs in the mining companies as a driver or a peon. This, along with the strict implementation of land ceiling act ,will solve the Maoist issue. Otherwise, the Maoist insurgency is going to stay here regardless of the kind of force being used — air or ground.

Q. But when you have hundreds of ordinary people being killed by the Naxalites, you cannot expect the government to be passive.

A. Nobody is saying that. What I am saying is that the government should rework its strategies. The priority should be to win over the tribals. But this cannot be achieved by offering infrastructure development in the form of roads and schools. What the tribals want is dignity and basic rights to livelihood, and this is no uphill task if the government is determined. Maoists are here to stay as long as the system fails to deliver.

Q. There is an apparent confusion within the government in handling the Maoists. While the home minister is asking for more force, a strong section within the party wants a different approach.

A. This difference of opinion is a good sign. It shows that there are some people who differentiate between the Maoists and tribals. It is wrong to assume that tribals are siding with the Maoists because of their love for Maoist ideology. They are listening to Maoists today because Maoists were the only people who extended a helping hand while everyone else, including the state, only looted them. Now it is the turn of the government to act on their behalf if it really wants to win them over.

Q. As an expert on insurgencies, how do you assess the Maoists’ strategies?

A. I rate the Indian Maoists’ strategies as one of the best. They have an agenda and that is to capture Delhi. They are very clear about it and they are using the tribals in a clever manner to achieve that target. I feel the Maoists have been much more brilliant than the government in strategies and execution. If the government does not act promptly in the right manner, it will be too late

They brought the cow from india and it was wonderful, produced lots of milk every day and everyone was happy.

They bought a bull to mate with the cow to get more cows, so they'dnever have to worry about their milk supply again.

They put the bull in the pasture with the cow but whenever the bulltried to mount the cow,the cow would move away.

No matter what approach the bull tried, the cow would move away from the bull and he was never able to do the deed.

The people were very upset and decided to go the Vet, who was very wise, tell him what was happening and ask his
advice.

I have excellent relations with my wife

We are still off the mark. I have excellent relations with my wife and I secretly admire her for all her wisdom and sophistication, without decrying myself for all my crudities and dogged pursuit of rationalism. No issues on that.

I also wanted to know, in our personal lives,  how many of us react the way Sr. Gandhi did. One is tempted to believe that Sr. Gandhi is great and that we have received a mantra. NO. Not everybody thinks so. There are alternative prescriptions. I have got a melange of responses,some of  which I have blogged at 

It helps to explore alternatives  as not everyone is alike and there is no universal good path. I believe that even unidimensional pursuit of truth is not necessarily good, even though pursuit of lies is decidedly worse. This despite the fact that several friends closest to my heart are staunch, tall gandhians who  serve the tribals and the poorest of poor despite high ranks at IIT and subsequent education. I have never smelt any untruths nor malice for anyone from them over the decades that I have known them. And yet, many of us must abjure truth, non violence, vegetarianism, non alcoholism for pursuit of such haloed objectives would result in violence to their souls. My heart goes out for them as well. I suspect they are in the majority. Let us find out by sharing our behaviour.

So guys, please let me know how you act and NOTJUST how one SHOULD act. Honest sharing of such data shall reveal small intermediate level options that people could EXERCISE  on their way to an ultimate desirable goal which may or may not be  Sr. gandhi like behaviour which I call emotional atyachaar. Even my learned friend Manjit talks of emotional violence. This is there on the blog.

A wife and husband are 2 railway tracks

A wife and husband are 2 railway tracks. They come from different directions, meet for a good long time and then part to go their different ways.Thanks to the Indian system of arranged marriages, the 2 of them generally share a common culture, language, eating habits etc.

But when they are together, both have to work to make it a happy journey, both have to try to work on their negatives, their egos and work towards common goals for the happiness of  their family,work as a team !!

Wife; black or white, fat or slim, good or bad is our destiny. She doesn't give us pleasure, but we derive same, using our own power; so we are responsible for her current behavior/status.
Just bestow on her your sincere most love, and see what you get in return. All Goddess in the Heavens will be pleased, and your life will change for ever. She is the PRASADA of KARMA of our past life, which we must accept with full devotion, and you will Princes in your future life.

Could Make Prosecution Difficult, Experts Say

NORFOLK, VIRGINIA - Eleven indicted Somali pirates dropped a
bombshell in a U.S. court today, revealing that their entire piracy
operation is a subsidiary of banking giant Goldman Sachs.

There was an audible gasp in the courtroom when the leader of the
pirates announced, "We are doing God's work. We work for Lloyd
Blankfein."

The pirate, who said he earned a bonus of $48 million last year,
elaborated on the nature of the Somalis' work for Goldman,
explaining that the pirates forcibly attacked ships that Goldman
had already shorted.

"We were functioning as investment bankers, only every day was
casual Friday," the pirate said.

The pirate acknowledged that they merged their operations with
Goldman in late 2008 to take advantage of the more relaxed
regulations governing bankers as opposed to pirates, "plus to get
our share of the bailout money."

In the aftermath of the shocking revelations, government
prosecutors were scrambling to see if they still had a case against
the Somali pirates, who would now be treated as bankers in the eyes of the
law.

"There are lots of laws that could bring these guys down if they
were, in fact, pirates," one government source said. "But if
they're bankers, our hands are tied."

Policy change Discouraging Big Dams and mega irrigation projects is the call of day

Hi AC,

While there are no magic bullet solutions, several policy initiatives are available to alleviate the situation. One major shift requires moving away from “Big Dams and mega irrigation projects” obsession to giant scale network of localized micro irrigation schemes through check dams, percolation tanks, ground water recharge, tree plantations – not mono-culture – for soil conservation, etc. Emphasis in PDS on coarse cereals & grains rather than on wheat & rice that are grown only in well irrigated areas. A complete neglect of traditionally grown crops that were drought resistant and offered a bio-technological insurance against failure of monsoons in favour of high yielding varieties or GM crops that require heavy doses of water, fertilizers and yes, even pesticides. In the late 50s & 60s there was debate on energy choices before a young & ambitious nation. Homi Bhabha advocated nuclear option where as Damodar Kosambi, a rare genius straddling many disciplines, favoured options that harnessed abundant solar energy. Nuclear energy won then, but there is a dire need now to revisit that debate in today’s environment once gain.

Main idea is to have judicious combination of all the available options depending upon resources available, long and short term impact, empowering local communities to decide priorities in their lives & enabling them to build what capacities they want to build; rather than allowing choices to be driven by the behind scene power politics & interests of the few.

I read this article a few days back in the Hindu.The Telengana area and Rayalseema area are soon reaching that desparate state and it is more than a month away for the advent of the monsoons.. Water and Electricity is getting to be a problem in Urban Hyderabad too.
